NMA NOC Deepens Stakeholder Engagement with Affiliate Bodies and Health Sector Leaders

As part of ongoing consultative and reconciliatory engagements of the administration of the President of the Nigerian Medical Association, Dr. (Prof.) Afekhide Omoti, the National Officers Committee (NOC) recently held a series of strategic meetings with key affiliate associations and leaders within the Nigerian health sector at the National Secretariat on Benghazi Street, Abuja.

The engagements included courtesy visits and advocacy meetings with the leaderships of the Medical and Dental Consultants’ Association of Nigeria (MDCAN), the National Association of Government General Medical and Dental Practitioners (NAGGMDP), and the Committee of Chief Medical Directors (CMDs) of tertiary health institutions in Nigeria.

Leading the MDCAN delegation, the President, Prof. Apollos Chidi Ndukuba, congratulated the newly elected NOC and commended the reconciliatory steps already being undertaken by the NMA leadership. He encouraged the NOC to uphold justice, fairness, and constitutionalism while fostering an enabling environment for conflict resolution and genuine reconciliation within the Association.

Similarly, the leadership of NAGGMDP, led by its President, Dr. Anas Idris Shanono, congratulated the NOC and pledged full cooperation with the aspirations of the new leadership. The association also highlighted concerns regarding perceived disparities affecting some of its members in the implementation of certain special allowances within the revised CONMESS structure.

The NMA President, Dr. (Prof.) Afekhide Omoti, in his responses during the engagements, reaffirmed his commitment to an NMA guided by the Constitution, equity, and good conscience. He reiterated the guiding principle of his administration that “no doctor should be left behind” and pledged sustained efforts toward peace, inclusion, and fairness within the Association.

Prof. Omoti also hinted at plans to broaden and streamline the Collective Bargaining Agreement (CBA) negotiation framework to ensure wider stakeholder representation, including the inclusion of NAGGMDP leadership in remuneration negotiations within the health sector.

At a separate meeting with the leadership of the Committee of CMDs, led by the Chairman, Prof. Sa’ad Ahmed, discussions focused on strategic policies, infrastructural investments, and collaborative actions needed to strengthen healthcare delivery in Nigeria. The me

eting also extensively deliberated on the growing incidence of assaults on d

octors and other health workers by state and non-state actors, with the medical leaders brainstorming legislative and policy solutions to improve safety and security within hospital environments. The prospect of establishing a Ministerial Technical Steering Committee on personnel safety within public hospitals was also discussed.

The leaderships of the affiliate bodies and health institutions collectively expressed their readiness to work closely with the NMA leadership in advancing the welfare of doctors, strengthening the healthcare system, and promoting industrial harmony within the sector.

COMMUNIQUE ISSUED AT THE END OF THE NATIONAL EXECUTIVE COUNCIL (NEC) AND THE ANNUAL GENERAL/SCIENTIFIC CONFERENCE AND DELEGATES MEETING (AGSC/ADM) HELD AT AFFICENT EVENT CENTRE, MAGAJI RUMFA ROAD, KANO THE 26TH APRIL TO 3RD MAY 2026

PREAMBLE

The National Executive Council (NEC) Meeting and the Annual General/Scientific Conference and Delegates Meeting (AGSC/ADM) of the Nigerian Medical Association were held at the Afficent Event Centre, Kano, from 26th April to 3rd May 2026.

The theme of the Conference was:

“Bridging Research, Policy and Practice: Strengthening Nigeria’s Health System for Resilience and Equity.”

Sub-themes included:
• “Nurturing the Next Generation of Health Professionals: Strengthening Training, Mentorship and Career Retention”

• “Leveraging Public-Private Partnerships to Expand Access and Improve Quality of Care”

The meeting was preceded by a courtesy visit to His Royal Highness, Mallam Muhammadu Sanusi II, the 14th Emir of Kano.

As part of its community engagement activities, the Association conducted a medical outreach comprising medical, surgical, and ophthalmological services at Gwarzo General Hospital and Gwale Primary Health Centre in Gwarzo and Gwale Local Government Areas respectively. Thousands of patients received care for a wide range of conditions, including those requiring surgical intervention, with many indigent patients benefiting significantly.

The Opening Ceremony, chaired by Dr. Haruna Baba Jibril, a Consultant Paediatrician and former NMA Kano State Chairman, was attended by distinguished dignitaries including the Vice President of the Federal Republic of Nigeria, Kashim Shettima, represented by the Chief Medical Director of Aminu Kano Teaching Hospital, Prof. Abdulrahman Abba Sheshe; the Executive Governor of Kano State, Abba Kabir Yusuf, represented by the Honourable Commissioner for Health, Dr. Abubakar Labaran Yusuf; and the Coordinating Minister of Health and Social Welfare, Prof. Muhammad Ali Pate, who was also represented.

Other notable attendees included His Royal Highness, the Emir of Kano, Muhammadu Sanusi II, and the Vice Chancellor of Bayero University Kano, Prof. Haruna Musa, represented by the Deputy Vice Chancellor (Research and Development), Prof. Amina Mustafa.

The keynote address was delivered by Prof. Hadiza Shehu Galadanci, Director of the African Centre of Excellence for Population Health and Policy, who emphasized the importance of strengthening the interface between research, policy, and clinical practice, as well as investing in workforce development and sustainable health financing.

OBSERVATIONS
1. NEC noted with appreciation the support given to the health workers in Kano State by the Government of Kano State ably led by the Executive Governor of the State, Engr. Abba Kabir Yusuf.

2. NEC noted with gratitude the extension of the retirement age for clinical health workers in the country to fill the necessary health shortage gaps occasioned by the continuous migration of health workers especially doctors. NEC appreciates the efforts of all key players in the success story especially the Head of civil Service of the federation, Mrs. Didi Esther Walson-Jack, OON, the former Minister of Humanitarian Affairs and Poverty Alleviation Hon. Dr. Yusuf Tanko Sununu, and the Registrar of the Medical and Dental Council of Nigeria, Prof. Fatima Kyari.

3. NEC appreciated the efforts of the Committee set up to review the National prescription policy of the Federal Ministry of Health and thanked them for providing their report and recommendations.

4. NEC observed that the NGO-arm of the Nigerian Medical Association called the Doctors Medical Aid Foundation (D-MAF) is finally up and running and commended the National Officers Committee especially the President for ensuring the take-off of this laudable initiative.

5. NEC appreciated the National Officers Committee for their efforts in ensuring the correction and implementation of the CONMESS circular.

6. NEC noted the resumption of the discussion on the Collective Bargaining Agreement (CBA) for health workers in Nigeria and recognized the efforts of the Honorable Minister of Labour, Dr. Muhammad Maigari Dingyadi, and Honorable Minister of Health Prof Mohammad Ali Pate in ensuring the kick off.
7. NEC noted the efforts of the National Officers Committee in engaging the National Revenue Service in seeking for tax free allowances for medical doctors in the country in line with their status of providing essential services to the citizens of Nigeria.

8. NEC observed progress made with regards to the universal applicability of the implementation of CONMESS for doctors working across different MDAs in the country.

9. NEC notes the efforts made by the National officers Committee to ensure pay parity between medical doctors working in Teaching Hospitals and those in the Academics. NEC notes the communication from the Nigerian Universities Commission on this issue.

10. NEC observed the efforts of the National Officers Committee for rejuvenating the National Lecture series and the organization of the NMA National Medical Expo 1.0 and 2.0.

11. NEC observed the outstanding organization of the National Games which held in Kaduna State in February and noted that the organization was very commendable.

12. NEC frowned at the delay in the constitution of the board of the Medical and Dental Council of Nigeria and its negative implication on medical practice in Nigeria.

13. NEC expressed displeasure with the frequent assault and harassment on its members across the country and urged for members of the public to show restraint to assaulting medical doctors at their workplace.

14. NEC noted that the Lagos SOC led by Dr. Saheed Babajide remains recognized.

15. NEC noted with concern the recent court judgement empowering the Federal Competition and Consumer Protection Council (FCCPC) and seriously frowned at the incursion into the practice of Medicine in Nigeria.

16. NEC noted the delay in the payment of salaries to house officers across Federal Health Institutions.

17. NEC also noted with displeasure the gathering of delegates across various state and FCT Abuja for a “delegate meeting” whose convocation was not in line with laid down constitutional procedure. Additionally, NEC frowned at the invasion of the NMA Secretariat in Abuja by some members with an attempt to place it under lock and key.

RESOLUTIONS
1. NEC resolved that the recommendations of the National Prescription policy be submitted to the next president in council for considerations and further action.

2. NEC resolved that the next NMA National Officers Committee should sustain the tempo and the progress made with the Collective Bargaining Agreement (CBA) negotiations with the Federal Government.

3. NEC resolved that the implementation of the CONMESS circular to Doctors working in the Academia should be pursued vigorously with the National Salaries Income and Wages Commission (NSIWC) to ensure circularization of the recommendations by the Nigerian University Commission (NUC).

4. NEC urged the Federal Government to constitute without delay the Board of the Medical and Dental Council of Nigeria to ensure that the quality of services across the country is appropriately supervised.

5. NEC resolved (on the recommendation of the Award and Honours committee) to award Excellence service awards to His Excellency, the Executive Governor of Delta State, (Rt. Hon) Sheriff R. Oborevwori and His Excellency, the Executive Governor of Adamawa State, (Rt. Hon) Ahmadu Umaru Fintiri, CON for their numerous contributions to health infrastructure, health personnel development and health insurance in their states.

6. NEC also resolved to present distinguished service awards to Dr. (Prof) Muhammad Borodo and the Head of Service Delta State Government, Dr. Minimi Oseji and the award of the Fellow of the Nigerian Medical Association (FNMA) to His Excellency Senator Chris N. Ngige CON, His Excellency Senator (Dr.) Ifeanyi A. Okowa CON and Dr. Ibrahim Wada OON.

7. NEC resolved to refer some members involved in the unconstitutional convocation of a “delegates meeting” to the National Disciplinary Committee while simultaneously placing them under suspension and reprimand by applying the provision of Article 28, section 8 of the NMA constitution.

NMA National Media Update-24th April, 2026

The Nigerian Medical Association (NMA) under the leadership of Prof Bala Muhammad Audu who is also the Vice Chancellor of the Federal University of Health Sciences Azare is set to host its 66th Annual General Conference and Delegates Meeting (AGC/DM) in Kano State from Sunday, 26th April to Sunday, 3rd May 2026.

The conference is bringing together over 1,000 delegates from across the country in what promises to be a landmark gathering in the history of the NMA.

The Theme for this year’s conference is “Bridging Research, Policy and Practice: Strengthening Nigeria’s Health System for Resilience and Equity,”

The conference will serve as a high-level platform for robust engagement on critical issues shaping Nigeria’s health sector.

The 2 year tenure of the present National officers will come to an end during the conference and a major highlight of this year’s AGC/DM will be the conduct of the first-ever delegates’ election, following the recent amendment of the NMA Constitution. 

With the delegate’s election system, accredited elected delegates from various states are now empowered to vote directly, thereby replacing the previous system where only State Chairmen exercised voting rights.

This new development represents a significant step toward deepening participation, internal democracy, inclusiveness, and transparency within the Association, and also signifies the commitment of the NMA to progressive institutional reforms.

The 66th AGC/DM will feature a rich lineup of activities designed to advance professional development, promote healthcare delivery, and strengthen collaboration. 

These include:

Medical Outreach Programmes: Tagged Dr. Stella Adadevoh Medical Outreach, to honour the memory of Dr Ameyo Stella Adadevoh a Nigerian Doctor who sacrificed her life to contain the 2014 Ebola outbreak IN Nigeria. The outreach programme is aimed at expanding access to essential healthcare services for underserved communities, an initiative highlighting the courage and dedication to public health

Council meetings, delegates’ sessions, plenary sessions, Scientific Sessions, Policy Dialogues, and high-level Panel Discussions focusing on critical issues such as the welfare of doctors, pressing national health issues, health system strengthening, and workforce development.

Deliberations during the conference will critically examine the state of health in Nigeria, with emphasis on:

  • Strengthening health systems for resilience and equity
  • Improving training, mentorship, and retention of healthcare professionals
  • Leveraging public-private partnerships to expand access and improve quality of care

The outcomes of these discussions are expected to generate actionable recommendations to guide policymakers and stakeholders in advancing healthcare delivery in Nigeria.

KEY LANDMARK ACHIEVEMENTS OF PROF BALA MOHAMMED AUDU LED NOC

  1. Correction of CONMESS Salary Structure: The NMA successfully secured a new CONMESS salary circular which was released on August 19, 2025, correcting longstanding distortions and restoring relativity with CONHESS which was eroded following previous salary adjustments. This achievement is a restoration of fairness, professional dignity, and equity in doctors’ remuneration.
  2. Landmark Review of Professional Allowances: Through sustained advocacy, the NMA achieved a revised professional allowances circular which was released on November 19, 2025), which significantly improved doctors’ earnings while ensuring correct platform for future negotiation.
  3. Increase in Retirement Age for Doctors: We engaged with the Federal Government in a constructive dialogue aimed at addressing the outward migration of healthcare professionals and in a major welfare breakthrough, the Government approved an increase in retirement age of healthcare professionals from 60 to 65 years, backed by an establishment circular issued on December 31, 2025. 4. Institutionalization of

Collective Bargaining Agreement (CBA): for the first time in 17 years, the Federal Government has constituted a collective bargaing agreement committee following a diligent and proactive advocacy by The, laying the foundation for structured negotiations on remuneration, working conditions, and career progression for Nigerian doctors and other healthcare workers in Nigeria.
  5. Medical Financial Assistance Framework: following a demand for comprehensive healthcare insurance package for medical doctors in Nigeria, A landmark circular was secured to provide comprehensive medical financial support, including access to treatment within and outside Nigeria. This policy establishes a critical safety net and strengthens health insurance structures for doctors and indeed othr healthcare professionals in the countr
  6. Universal Applicability of CONMESS for University Lecturers: The NMA successfully achieved universal application of CONMESS to medical lecturers, correcting longstanding disparities and promoting equity across clinical and academic practice.
  7. Launch of NMA Strategic Development Plan (2026–2030): The unveiling of a comprehensive five-year strategic plan marks a shift from advocacy to structured impact, positioning the NMA as a catalyst for health system transformation in Nigeria. 
  8. Establishment of Doctors Medical Aid Foundation (DMAF): The creation of DMAF represents a bold institutional innovation aimed at expanding access to healthcare, supporting vulnerable populations, and strengthening emergency response systems nationwide. 
  9. NMA National Health Summit: The Association convened a landmark National Health Summit, generating actionable policy recommendations on workforce development, financing, digital health, and universal health coverage. 
  10. Digital Transformation of the NMA: A comprehensive overhaul of the Association’s ICT ecosystem has enhanced transparency, communication, and operational efficiency through a unified digital platform and member engagement system. 

As the tenure of Prof. Bala Mohammed Audu-led NOC draws to a close, the Association stands stronger, more strategic, and future-ready. The legacy of this administration is not only in the milestones achieved but in the enduring systems and reforms established for generations of Nigerian doctors.

THE POSITION OF THE NIGERIAN MEDICAL ASSOCIATION (NMA) ON THE JOINT ULTIMATUM BY THE TRADE UNION CONGRESS (TUC) AND THE NIGERIAN LABOUR CONGRESS (NLC)

The Nigerian Medical Association (NMA) has noted with concern recent statements and insinuations credited to the Trade Union Congress (TUC) and the Nigeria Labour Congress (NLC) alleging that there was an “upgrade” of the Consolidated Medical Salary Structure (CONMESS) in 2014.

The NMA wishes to unequivocally clarify that there was no upgrade of CONMESS whatsoever as falsely claimed. What occurred was a correction of a long-standing error and distortion in the application of the CONMESS framework, which had persisted despite clear approvals and established public service guidelines. This corrective action merely restored CONMESS to its rightful and previously approved position. By every objective, technical, and administrative definition, a correction of an anomaly does not amount to an upgrade.

The attempt to portray this correction as preferential treatment is therefore misleading and inaccurate, and risks creating unnecessary tension within the health sector. Such narratives are capable of fuelling avoidable inter-professional discord at a time when unity and collaboration are critically needed to address the deep-seated and systemic challenges confronting Nigeria’s health system.

The NMA is particularly concerned about the adversarial tone and issuance of public ultimatums on a matter that requires careful verification, technical understanding, and institutional engagement. We urge the TUC and NLC to exercise caution, restraint, and responsibility in their public communications, especially on sensitive salary structure issues, so as not to misinform workers or the general public.

Furthermore, the NMA calls on the Federal Government of Nigeria to remain focused on the ongoing Collective Bargaining Agreement (CBA) process as the appropriate, lawful, and structured platform for addressing remuneration, welfare, and industrial concerns within the health sector. The CBA framework offers a unique opportunity for holistic, inclusive, and sustainable solutions, with all relevant stakeholders adequately represented.

In addition, the NMA emphasizes the urgent need for government to rationalise the health workforce in a manner that prioritises efficiency, service delivery, and patient outcomes. Greater policy attention should be directed towards retaining, strengthening and incentivizing frontline clinical workers particularly doctors and nurses, who bear primary responsibility for direct patient care and clinical decision-making. 

A significant proportion of ancillary and support services, many of which fall outside core clinical functions, can be more efficiently provided through structured outsourcing arrangements. Such an approach would reduce redundancy, optimise limited resources, improve value for money, and ultimately enhance the quality and responsiveness of healthcare services delivered to Nigerians.

Fragmented interventions, selective narratives, or responses driven by pressure rather than due process will not deliver lasting industrial harmony. What the health sector requires is comprehensive engagement, good-faith negotiations, respect for existing agreements, and adherence to clearly defined professional roles and responsibilities.

The Nigerian Medical Association remains committed to constructive dialogue, transparency, and inter-professional harmony, and will continue to engage responsibly with government and labour institutions in the overall interest of healthcare workers and the Nigerian people.

President Tinubu Hosts NMA Leadership at the State House

On Monday, 1st September 2025, the leadership of the Nigerian Medical Association (NMA), led by its President, Prof. Bala Mohammed Audu, paid a courtesy visit to the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, His Excellency Bola Ahmed Tinubu, GCFR, at his official residence in Abuja.

During the visit, Prof. Audu commended President Tinubu for his visionary healthcare reform agenda and assured him of the unwavering support of Nigerian doctors in driving transformative change in the health sector. He further expressed appreciation for the President’s prompt interventions in maintaining industrial harmony within the sector while also urging for the timely and full implementation of agreements already reached with the Association.

The NMA President particularly lauded the approval for the constitution of the Collective Bargaining Agreement (CBA), describing it as a milestone that will not only improve the welfare of healthcare workers but also help address the growing challenge of brain drain, popularly known as the “Japa” syndrome. On behalf of all Nigerian doctors, Prof. Audu presented a customized plaque as a mark of honor and appreciation to the President.

 


In his response, President Tinubu reaffirmed his resolve to deliver far-reaching reforms that will strengthen the nation’s healthcare system for the benefit of all Nigerians.

August NMA NEC Meeting Communique

PREAMBLE

The National Executive Council meeting of the Nigerian Medical Association (NMA) was held at the Borno Hall, Transcorp Hilton Hotel, Abuja on Saturday 30th August 2025. The theme of the Conference and Meeting was “Healthcare in Transition: The Role of Advocacy in Securing the Welfare and Retaining Talent in Nigeria’s Evolving Economy”.

 

The Opening Ceremony which held under the distinguished Chairmanship of the Honorable Minister of State for Humanitarian Affairs and Poverty Reduction, Hon. Dr. Yusuf Tanko Sununu, had several dignitaries in attendance including the Honorable Minister of the Federal Capital Territory, Barrister Nyesom Ezemwo Wike CON ably represented by the Mandate Secretary for Health Services & Environment, Dr. Adedolapo Fasawe, Honorable Minister of State for Health & Social Welfare, Dr. Iziaq Adekunle Salako ably represented by his Senior Special Assistant, Dr. Ololade Kehinde; the Chairman of the Medical and Dental Council of Nigeria, Dr. Prof. Afolabi Lesi, the Registrar of the Medical and Dental Council of Nigeria; Dr. Fatima Kyari. The Conference also had in attendance Past Presidents and Past Secretaries-General of the Association as well as Chairmen and Secretaries from the States and FCT.

A major highlight of the meeting was the unveiling of a ₦37 million welfare fund by the Nigerian Medical Association (NMA) to mark a National Charity Day, scheduled for October 20, 2025, across all 36 states and the FCT. The fund, part of the Association’s corporate social responsibility initiative, will be directed towards supporting orphanages and providing assistance to ailing members.

OBSERVATIONS

  1. NEC welcomes the inauguration of the Collective Bargaining Agreement (CBA) Committee by the Federal Government of Nigeria to address welfare and remuneration issues affecting health workers in the country.
  2. NEC noted the withdrawal of the June 27th circular on CONMESS improvement by the National Salaries, Income and Wages Commission (NSIWC) and the release of another circular on CONMESS and CONHESS which aptly captures the proper placement of health workers in the health sector. The NEC further observed that the circular on professional allowances is yet to be released.
  3. The NEC appreciated the presentation of the committee on National prescription policy made by the Chairman, Prof Afolabi Lesi.
  4. NEC noted that the issues of locum doctors affecting doctors in National Hospital, Abuja has been largely resolved and thanked those involved in solving the issues amicably.
  5. NEC expressed displeasure at the lack of constitution of Boards of Federal Health parastatals and warned that this delay is injurious to proper representation of the Nigerian people at these agencies.
  6. NEC welcomed the payment of two-month arrears of allowances owed medical doctors in the employment of the Federal Government and commended all efforts by the National Officers Committee in securing this payment.
  7. The NEC also noted that the Medical Residency Training Fund (MRTF) has been paid to most of the Resident Doctors while there are some resident doctors that are yet to received their payments.

 

RESOLUTIONS

  1. NEC expressed warm appreciation to the President of the Federal Republic of Nigeria, Bola Ahmed Tinubu GCFR and the Vice President of the Federal Republic of Nigeria, Kashim Shettima GCON for their continuous support, approval and endorsement of policies that improve doctors’ welfare at the Federal Executive Council.
  2. NEC noted the recommendations of the Committee on National Prescription Policy and promised to study the document and communicate NMAs position on the proposed policy in due course.
  3. NEC urged the Federal Government to urgently prioritize the reconstitution of the Boards of Federal Hospitals and Health-related agencies and parastatals to enable them function optimally, especially that of the MDCN.
  4. NEC commends the efforts of key Government parastatals and agencies notably the Office of the Secretary to the Government of the Federation (SGF), National Salaries Income and Wages Commission (NSIWC), Budget Office of the Federation (BOF), Office of the Accountant General of the Federation (OAGF), Ministry of Labor and Productivity, Ministry of Health & Social Welfare, and other stakeholders involved in discussions at the Committee on Collective Bargaining Agreement (CBA). NEC also lauded the decision to conclude the CBA process within the month of September, to ensure that it is captured in the 2026 appropriation bill which is being prepared.
  5. NEC applauded the Federal Government on the release of the recent circular that ensures inter-professional relativity and hoped that the circular on professional allowances will be released soon.
  6. NEC reiterated that the casualization of doctors should be discouraged and members of the Association on locum appointments should be converted to permanent employment to address the brain drain challenges in the country.
  7. NEC called on the Federal Government to immediately pay the remaining 5-month arrears of allowances (25/35% wage award, accoutrements and clinical duty) and balance of Medical Residency Training Fund (MRTF) to doctors as agreed in the July 2025 Memorandum of Understanding (MoU) between the Government and NMA.
  8. NEC resolved that the December 2025 National Executive Council (NEC) meeting and 2026 Annual General Conference and Delegates Meeting (AGC/DM) would be hosted by NMA branches of Ogun State and Kano State respectively.
  9. NEC ratified the appointment of Dr Anas Ismail as the Editor-in-Chief of Nigerian Medical Journal, following the expiration of the tenure of Dr Dantoye Alasia.

Relentless in Advocacy, Committed to Impact: NMA Leadership Advances Welfare Agenda and Strengthens Professional Partnerships

In line with our unwavering commitment to serve, the Nigerian Medical Association (NMA), under the visionary leadership of our President, Dr. Bala Mohammed Audu, has concluded a productive week of high-level strategic engagements focused on advancing the welfare of Nigerian doctors, consolidating institutional projects, and deepening inter-professional collaboration within the health sector.

The week began with a robust strategy meeting between the NMA President and the National Technical Negotiation Team (NTNT) led by Dr. Nosa Orhue . The NTNT presented a detailed update on negotiations surrounding the Consolidated Medical Salary Structure (CONMESS) review and other critical welfare demands. These discussions reaffirmed our priority to secure just, competitive, and sustainable remuneration for our colleague medical professionals across the country.

In a major stride toward institutional development, the NMA President, accompanied by members of the National Officers Committee (NOC), paid a courtesy visit to Dr. Tunji Olowolafe, a respected healthcare investor and entrepreneur. Deliberations centered on the actualization of the NMA House Project—a long-standing symbol of unity, resilience, and the collective vision of our Association. Discussions also explored collaborative opportunities for the NMA Medical Aid Foundation, with a focus on expanding impactful welfare programs for our members.

Furthering our drive for harmony within the health sector, the NMA President led a solidarity visit to the National Association of Nigeria Nurses and Midwives (NANNM) at their national secretariat in Abuja. The warm reception by NANNM leadership led by Comrade Haruna Mamman reflected the shared understanding that inter-professional respect, teamwork, and partnership are essential to delivering quality healthcare in Nigeria. Together, we reaffirmed our commitment to working hand in hand for the good of our patients and the strength of our profession.

The series of engagements climaxed with the official visit of the Honourable Minister of State for Health, Dr. Iziaq Kunle Salako, to the NMA National Secretariat. The leadership of the NMA, alongside affiliate representatives, held robust discussions with the Minister on a wide array of pressing issues including doctors’ welfare, policy implementation, medical training, and workplace conditions. The Honourable Minister gave firm assurances of the government’s commitment to actionable progress.

                   

In his remarks, Dr. Bala Mohammed Audu reiterated the NMA’s resolute dedication to advocating for every Nigerian doctor. He emphasized that the present NOC remains focused, deliberate, and unshaken in its pursuit of lasting solutions to long-standing challenges.

NMA CONGRATULATES PROFESSOR CHRIS PIWUNA ON HIS ELECTION AS ASUU PRESIDENT

The Nigerian Medical Association (NMA), under the leadership of Dr. (Prof.) Bala Mohammed Audu, extends heartfelt congratulations to Professor Chris Piwuna on his election as President of the Academic Staff Union of Universities (ASUU).

COMMUNIQUE ISSUED AT THE END OF THE NATIONAL EXECUTIVE COUNCIL (NEC) AND THE ANNUAL GENERAL/SCIENTIFIC CONFERENCE AND DELEGATES MEETING (AGSC/ADM) HELD AT BELLO KOFAR BAI STATE SECRETARIAT HALL, KATSINA FROM 28TH APRIL TO 2ND MAY 2025

PREAMBLE:

The National Executive Council Meeting and the Annual General/Scientific Conference and Delegates Meeting of the Nigerian Medical Association (NMA) was held at the Bello Kofar Bai State Secretariat Hall, Katsina from the 28th April to 2nd May 2025. The theme of the Conference was “The Universal Applicability of Care Standards for Patients and the Wellbeing of Healthcare Providers”.

The National Executive Council meeting was heralded by courtesy calls on the Executive Governor of Katsina State, His Excellency Mallam Dikko Umaru Radda PhD CON, the Emir of Katsina, His Royal Highness Abdulmumuni Kabir Usman CFR, the Emir of Daura, His Royal Highness Umar Faruk Umar CFR, the Hon Commissioner of Health Katsina State, Hon. Musa Adamu Funtua, the Chief Medical Director, Federal Teaching Hospital Katsina, Dr. Suleiman Bello Mohammed, the Medical Director of the National Obstetric Fistula Centre Babbar-Ruga, Dr. Sadiya Nasir, the Chief Executive Officer of MaxAir, Alhaji Dahiru Bara’u Mangal OON and the Katsina State Orphanage. At the orphanage, off the counter medications, educational materials and foodstuff for balanced nutrition were donated. The orphanage was officially adopted by the NMA for sustainable support around these three main areas. The Association also conducted medical and surgical outreaches across all three senatorial districts of Katsina State, including 100 free eye surgeries and medications at Katsina Eye Center (Katsina Zone), 2000 free consultations and medications at Kankia LGA (Daura Zone), and 100 free surgical procedures at Malumfashi LGA (Funtua Zone).

The Opening Ceremony of the AGSC/ADM under the distinguished Chairman of the Chief Judge of Katsina State, Justice Musa Danladi, was attended by several prominent Nigerians including the Executive Governor of Katsina State, His Excellency Mallam Dikko Umaru Radda PhD CON; the Executive Governor of Kano State, Alhaji Abba Kabir Yusuf, represented by the Head of Service; the Deputy Governor of Katsina State, Hon. Faruk Lawal Jobe; the Honorable Minister of Health, Prof Muhammed Ali Pate CON, represented by the Chief Medical Director of the Federal Teaching Hospital Katsina; Honorable Minister of State for Humanitarian Affairs and Poverty Reduction, Hon. Dr. Tanko Yusuf Sununu represented by Dr. Jubril Gwandu, the Honourable Commissioners of Health of Katsina and Kano States. 

The Keynote address was delivered by Emeritus Prof. Musa Muhammed Borodo, here he emphasized that Governments especially the Federal Government must lead the re-awakening in terms of reviewing the expired NSHDP 2018-2022 and urgently develop a new plan for the country. He also urged for salary harmonization for health workers across the country. The ceremony was also graced by Past Presidents of the Association, Past Secretaries-General of the Association as well as many State Chairmen and Secretaries from the 36 states and the FCT. 

The National Executive Council (NEC) meeting which followed the conclusion of the Opening Ceremony had in attendance State Chairmen from 36 states and the FCT, statutory and ad-hoc Committee Chairmen as well as medical doctors from over the country had engaging conversations. The President Dr. (Prof.) Bala Audu in his remarks welcomed members to the National Executive Council (NEC) meeting and appreciated members for their cooperation in the last one year of his administration. He further emphasized that NMA remains committed to ensuring that quality of care is improved across all the health systems and that the health system continues to improve remarkably to ensure quality healthcare services to the Nigerian populace. 

 

OBSERVATIONS:

  1. NEC notes with appreciation the giant strides undertaken by the Governor of Katsina State especially in the health sector and urge him to continue to support the entrenchment of quality healthcare in the State.
  2. NEC commends the gesture of the Kano State Government in supporting the Association building project in Abuja and appreciates the donation by His Excellency Alhaji Abba Kabir Yusuf.
  3. NEC observes the implementation of improved remuneration packages for the doctors working with Abia State government and salutes the efforts of the governor, His Excellency Dr. Alex Otti CFR.
  4. NEC appreciates the Executive Governor of Akwa Ibom State, Pastor Umo Bassey Eno for finding three (3) members of the association deserving of being appointed into the State Executive Council as Commissioners. 
  5. NEC observed with dismay the proposal on the National prescription policy that is currently being pushed forward citing sponsorship by a particular body with a potential to bias the recommendations.
  6. NEC frowned at the constant and continuous casualization of appointment of Medical Doctors across various centres in the country and recognizes that it is a recipe for worsening the brain drain syndrome Nigeria is currently experiencing. 
  7. NEC observed with concern the lack of universal applicability of the implementation of CONMESS and its consequential adjustment for doctors across the country and frowns at this as it violates the principle of equity that allows even distribution of doctors across the country. 
  8. NEC notes the effort of the Ministry of Housing and Urban development in providing houses for the generality of Nigerians through an appropriate mortgage arrangement and urges the Ministry to prioritize the inclusion of medical doctors across the country.
  9. NEC re-affirms that health insurance remains a viable way of ensuring that all cadres of Nigerians including medical doctors have access to quality and affordable healthcare services in Nigeria.
  10. NEC notes with concern the re-emergence of security threats across the country which is causing worsening tension and aggravating the already hostile economic environment in the country. 
  11. The ADM notes the lingering crisis in Kogi State and urges all parties to seek amicable resolutions and sue for long lasting peace.
  12. The ADM observed the delay in the payment of the outstanding arrears of the consequential adjustment of CONMESS to doctors working in Federal Teaching Hospitals and notes that the delay in payment is causing increasing agitation amongst members nationwide. 

 

RESOLUTIONS:

  1. NEC resolved its commitment to ensuring that the universal applicability of CONMESS to all cadres of doctors working across all sectors in Nigeria is implemented across board and will continue to advocate and lobby all relevant stakeholders to ensure it is done. 
  2. NEC resolved to institute an award of recognition to the Executive Governor of Kano State, His Excellency, Alhaji Abba Kabir Yusuf, for displaying uncommon support to the Association towards its building project. 
  3. NEC resolved that all doctors who are interested in doctors housing project should get their names across to the National Officers Committee through their State Chairmen who will then collate and transmit it to the Ministry of Housing and Urban development. NEC also encouraged State Chairmen to visit, inspect and familiarize themselves with the land across the various States.
  4. NEC advised all State branches to encourage their members to subscribe for comprehensive health insurance that has favorable premiums. 
  5. NEC unilaterally rejects the proposal on the National prescription policy and resolved to write a position paper on behalf of the Association on the policy to relevant stakeholders.
  6. NEC advised Medical Directors of Hospitals and health centres nationwide to use all measures necessary to ensure that medical practitioners that are on locum appointment be offered permanent employment within the shortest possible time. 
  7. NEC resolved to continue the processes for the establishment of a Medical University by the Nigerian Medical Association to advance the course of medical education in Nigeria. 
  8. NEC resolved to seek alternative sources of funding for the completion of the NMA building and to also explore re-negotiation of the existing contract arrangement with the current developer. NEC advised the National Officers Committee to seek the modality of introducing share-holding to ownership of the building. 
  9. NEC resolved to apply the provisions of Article 25, Section 8 to some members of the Association in Enugu State and Delta State who have taken the Nigerian Medical Association to court without recourse to the available internal dispute resolution mechanism of the Association. The affected doctors in Enugu State are Dr. Esther Ekwe, Dr. Sunday Okafor, Dr. Nwachukwu Ogbonna, Dr. Jude Onyia, Dr Onyebueze John Ugochukwu and Dr. (Prof.) Sam Ohaegbulam. The affected doctors in Delta State are Dr. Marcel Onochie, Dr. Samuel Agboma and Dr. John Afam Osemen.
  10. ADM resolved that the National Officers Committee should continue to pursue the arrears of the consequential adjustment of CONMESS using the current method adopted and should re-appraise progress made at August NEC. 
  11. The ADM resolved to award honors to Dr Jubril Aminu, Dr Ibrahim Wada and Dr. Akin Osibogun and posthumously to Late Dr. Dan Gana, Dr. Lawrence Kayode Obembe and Dr. Umaru Shehu. 
  12. The ADM resolved that the National Officers Committee should pursue amicable settlement in Kogi State NMA branch in the dispute between affected members in Federal Teaching Hospital, Lokoja and the management of the Hospital.

Nigerian Medical Association Launches Nationwide Health and Education Empowerment Initiatives for Orphanages

The Nigerian Medical Association (NMA), in collaboration with the Federal University of Health Sciences, Azare; the Federal University of Health Sciences Teaching Hospital, Azare; and the Chigari Foundation, has officially launched its Nationwide Health and Education Empowerment Initiatives for Orphanages in Bauchi State.

This initiative forms a key component of the Association’s corporate social responsibility, designed to deliver essential health and educational support to one of Nigeria’s most vulnerable groups—orphans.

The launch was marked by the formal adoption of the Katagum Zone Orphanage Home, representing a significant expansion of the NMA’s commitment to improving the welfare of children in institutional care. The programme is envisioned to grow through strategic partnerships with both local and international humanitarian organizations dedicated to child welfare and development.

The event was attended by the President of the Nigerian Medical Association, Dr. Bala Audu, and supported by the Chairman of the Bauchi State branch of the NMA, Dr. Yusuf Baffah. Also in attendance were the Chief Medical Director of the Federal University of Health Sciences Teaching Hospital, Azare, Dr. Dauda Abubakar Katagum, along with other leaders of NMA affiliates in Bauchi State.

As part of the launch, the orphanage received donations of food items, medications, and educational materials valued at several millions of Naira.

With the inclusion of the Katagum Zone Orphanage, the NMA has now adopted a total of three orphanages across the country under this initiative, following previous adoptions of the Divine Children Home in Uyo and the Abuja Children’s Home in Karu.

This compassionate initiative underscores the NMA’s enduring commitment to extending the frontiers of medical and social care beyond the hospital walls—bringing hope, healing, and opportunity to those who need it most.
